Etymonline.com (a great site, incidentally) has a good definition of the word “mandate” in its political sense: “approval supposedly conferred by voters to the policies or slogans advocated by winners of an election”. Note that unlike our pun, the word mandate doesn’t have anything to do with gender but rather a root that means “hand”.
